Simulating incoming call using 7777

Hi, I’m running asterisk with free pbx and attempting to simulate an incoming call using the defaut “7777” code. Under feature options in free pbx the 7777 code is enabled however when I try to place a call I receive the following message “The number you have dialed is not in service”. Has anyone else come across this problem?

you need a inbound route
leave the did and CID blank at first for testing

and Set Destination to a exten with voice mail enabled
