Setting IVR queue

hello All,

Dont know my question make it sense or not anyway please advice me if any one knows.

We have having a pri connection and running a IVR on it. My questions suppose the total 30 channels are got busy can we queue the 31st caller in a queue so that he can hear some file playing and when ever a channel get free he need to enter depending on the arrival. I saw the file queue.conf but it seems like for agents can we do the same in a IVR tree.
