Queue and Confbridge Remote use channel BUsy Handler Issue

I am using Asterisk Queue and Confbridge .
Technical details are as below ,
Agent(Doctor as Agent) - login– Queue
Caller(as patient)-(Dailed)— -Answer call Queue—Agent(Doctor as Agent) Answer Call --
Caller(as patient) and Agent(Doctor as Agent) are on call .

Caller(as patient) -  Agent(Doctor as Agent) ------- Dialing ---- -- remote Agent(Doctor as Agent)

Agent(Doctor as Agent) need help of Other remote Agent(Doctor as Agent) so Dial out
Test case1 : Other remote Agent(Doctor as Agent) Senior/Expert Docto is Dialing
Per-Required condition: conference room has been created .
Input : remote Agent’s (Doctor as Agent) Mobile/Contact Number .
Output 1 of test Case 1 :
: Other remote Agent(Doctor as Agent) is Busy
Original output : all channel are destroy .
Everyone is busy/congested at this time (1:1/0/0)

Expected Output :
Queue and conference channels must preserve other than Other remote Agent(Doctor as Agent)
Caller(as patient) in Conversation with Agent’s (Doctor as Agent) in Queue .
After Conversation Agent (Doctor as Agent) will be available to other Call .

I’m having trouble understanding this but note:

  1. trying to do a transfer involving an agent is likely not to work how you expect;

  2. especially with SIP there are many ways of doing a transfer. Are you:

  • doing a features.conf transfer;
  • a SIP blind transfer (REFER);
  • a SIP attended transfer (REFER/replaces);
  • a SIP blind transfer implemented with REFER/replaces,

step (2) Agent A1 will create conference
step (3) Remote Agent answer -----Agent a1 <—>Agent A2 on Call while Caller Customer C1 is On MOH
step (4) if Agent 2 is Agggre to Join Confernence then only
step (5) Agent A1 will Enter into conferemce with Agent A2 and Caller C1

i want to use conference and Queue .
my dailout out using Dial applaition .

Remote Agent Is BUSY or did not pickucp call
step (1) Agent A1 will attanended transfer to Remote Agent A2 using Dahdi/MobileNumber
step (2) Agent A1 will create conference
