PROGRESS with cause code 127 received

One issue we are seeing is when we dial 1-866-222-7056, which is a AT&T conference bridge, we hear no dialing and see in CLI the following error

– PROGRESS with cause code 127 received
– Nobody picked up in 45000 ms
– Hungup ‘DAHDI/i1/8662227056-240’
– Executing [18662227056@default:2] PlayTones(“SIP/132-00000312”, “Busy”) in new stack
– Auto fallthrough, channel ‘SIP/132-00000312’ status is ‘NOANSWER’

we are currently running asterisk
Any ideas? It was suggested to disable early media which I’m not sure how to do this.
