Problem with flite and vxi* voice browser...please help!

i have fedora core 8 (freshly installed), the latest asterisk, vxi, flite releases as indicated on the site i6net.com.
i have followed all steps of the quickinstall guide i6net.com/support/install/ in order to install asterisk, vxi, flite.
my problem is that the guides are not very clear on how to configure the text to speech option.
more specifically they indicate that i should add somewhere the following:

#client.prompt.resource.0.uri VXIString localhost/tts.php
client.prompt.resource.0.method VXIString POST
client.prompt.resource.0.cacheDir VXIString /tmp
client.prompt.resource.0.format VXIString wav
client.prompt.resource.0.maxage VXIInteger -1

however it is not clear where exactly i should add the lines above.
i try to refer to developers manual and it wasnt clear there too!

Although the examples helloworld2 (where a wav file plays back) work fine, the examples that involve the tts engine will not work. Insdead the call will terminate (hangup).

i dont know if it is releveant but when i execute the command:
show application flite
i get the following error:
Your application(s) is (are) not registered

i am open for sugestions…
