They are no different from any other outbound PSTN number, so I think your question may not explain the requirement properly.
I want a number to which when user calls from his mobile phone balance get deducted from his mobile phone .
the number to which user call through his phone is used with asterisk to perform a task.
Is this possible.
This has to be achieved outside of Asterisk. You can use Asterisk to handle the calls, but Asterisk can only tell the network the call is answered, not how much the network should charge the caller.
