New user - Please Help

I am a newb, please have sympathy.

Calls to specific regions are producing the following immediately after a answering machine picks up:

We started noticing that calls to different regions is making our AMD setup go haywire and not function properly. All of the calls we have been making over the last couple of years have been in %90 range it terms of call completion. Suddenly now that we are beginning to call a new set of area codes we believe we are having problems with our AMD setup. My question is why is going straight to “Too long”? It seems to be only for a specific region. How can I troubleshoot this?
