New TE407P card with Octastic card installed incorrectly?

I just ordered a TE407P card from voipsupply.com and the Octastic card appears to be installed incorrectly. The pins appear to be off by one vertical pin. In other words, the top row of pins are hanging off by 2 pins to the left, and the right row of pins are hanging off all the way down (all 18 pins). Is this correct or not?

So the top row looks like this (X is a pin hanging in space, O is filled, [] is an open female pin placeholder):

XOOO…OOO[]
XOOO…OOO[]

And the right looks like this:

XO[]
XO[]
XO[]

XO[]
XO[]
XO[]

Since this card costs over 2 grand, I’m nervous to change the installation of the daughter board in case I short out something (incorrect pin alignment).

Can someone please let me know how the daughter board should be correctly installed before I install this in a server?
