New project, is Asterisk a good fit

Asterisk Community,

I am looking to create a inbound call handling system with Asterisk that will:

  1. authenticate a user to a database (based on caller id and a 4 digit number)
  2. ask them where to send the message (Text To Speech the name of the group from the database)
  3. record a short 8 bit mono wav file
  4. upload the user, group id, and then trigger a web service

I assume custom programming will come into play but, can Asterisk handle this? I am trying to figure out where to start.

Your help is greatly appreciated.
