If you don’t already know, then you probably shouldn’t try.
But you will need three main things-

service. You will buy service from another company, often a CLEC such as XO or Level(3).

hardware. You’ll need asterisk or SER servers.

software. You will need software that integrates your CRM, billing, accounts, etc with Asterisk.
