Generally the best you can hope for is details of configurations that worked, with the assumptions behind them. My experience is with development test systems not productions ones, so I can’t help myself.
However, your current specification covers a range of requirements covering about two orders of magnitude in needed processing power, so you are going to have to say rather more about, direct media, codec usage, recording, etc.
