What is an “ivr file”? Do you mean the audio file? What exactly are you trying to achieve?

Yes. I am talking about audio file.

Develop UI to upload voicefile
create a custom script (either in php or python or language of your choice)which you can use in UI to upload a file.

You can upload using SCP from the Windows and Linux command lines, and if you’re looking for some GUI tools, you can use WinSCP
