At least for GSM, it isn’t even in the downlink signalling channel, either. Mobile phone networks were designed for mobile phones, not PABXes offering IVR services.

When I meant your ultimate goal I meant to describe me what the application you are trying to come up with (your use case) Why are you trying to connect mobile phones to Asterisk for? I read something about the people you are doing this for want to keep their existing cell phone numbers, I assume you want to forward those calls received by the mobiles to Asterisk? yes? no? explain why.
