How to interpret logs?

I have a user that receives a fast busy (reorder tone) on certain numbers, but other users don’t have this issue. How do I read these logs? It looks like there is a congestion issue.

I have users that say they are not able to call numbers and when they do they receive reorder tone. How do I interpret this log of their call?
