Hello.
If I dial a number out of service from my cell, I get a message from operator that says the number is out of service.
But if I dial from Asterisk, Asterisk just plays a busy tone and hangup.
So, I want to listen the message from operator into my Asterisk, how I can to do it? 
I use a SIP trunk.
Use the SIP_CAUSE or HANGUPCAUSE to create the message. An example for Elastix and in spanish is available here asteriskmx.com/version-mejorada- … lastix-v4/
You need to explicitly call the Progress application if you want to hear early media on SIP channels.
I agree with David. These sort of messages are usually sent via early-media. So you need to get the early-media to the softphone.
