How long before powering up 9133i to drop old image in memor

Seems this phone is not dropping changes made to macaddress.cfg. Every time it boots up I get this error in CLI

I have waited up to a minite to reboot the phone so the the newly edited mac.cfg file could not include lines 2-5

Thanks if anyone knows what may be the issue with this phone. I have another 9133i that I will also be looking to see if it has issues.
