Does anyone have the source files for the 1.4 func_devstate.c backport, my copy was on a lab server that was wiped. and the svn repositry for it returns an error.

Did you try to access the repository with svn, or with vcview. The latter facility has been withdrawn, due to excessive load.
If svn, you should be able to recover it by specifying an anchor version number before it was deleted.
It was in Russells directory
svncommunity.digium.com/view/rus … state-1.4/
and thats just not there anymore.
