You are calling extension ‘s’, but your dialplan has it as extension 1. Try this instead:
exten => s,1,Answer()

Here’s what someone ended up writing that was just brilliant. Waiting on one last patch to it so Caller ID traverses over to the voicemail (so the email notification actually has useful data in it).
