Error:xlite call fwd number

I configured AAH as it’s hits.When i want to call a fwdnumer by dialing 393514. It tell me that ‘call failed:484 address incomplete’.
What it is meaning? Can I call fwd number with X-LITE?

There are no any debug information from CLI though i have set iax2 debug.
