Dialtone on TDM11B

I am trying to setup a asterisk with one analog phone and a SIP phone. All I want to do is pick up the analog phone, dial an extension(3333) and I want asterisk to playback a welcome message and hangup. Its trivial to do this with SIP channels but I am trouble with analog phones. I might be missing one minor configuration somewhere and could not figure out from the documentation.

I installed TDM11B and there were no problems anywhere. Here are various configuration files and data.

I connected the phone to channel 1. I don’t get a dialtone and when I dial
3333 nothing happens.

What is the link that I am missing?
