Cellphone callback

With many cell phone plans today, incoming calls are free and outgoing minutes (especially long distance) are really expensive. I read this news release from a voip company (vbuzzer.com/news.php?news=15) where you call a phone number, they never “pick up the phone” and call you back. You then enter the phone number you want to reach and they connect the call for you, making it an “unlimited” (or just voip rates only) phone call. The thing is that the service is only currently available in the toronto/ontario region, not where I live. Is it possible to reproduce something like that with a PBX? How would I go about it, or where should I look?
