Is there anyway to block inbound faxes that are coming from numbers that are blocking caller ID? I have a fax spammer who is annoying me and I want to shut him down from filling our inbox.

This should have been in Asterisk Support (assuming you are configuring Asterisk directly - and as you didn’t mention a GUI, we have to assume that - otherwise it needs to be in a forum for the GUI).
