I’m looking for a way to set up a website similar to keen.com(pay per call/min). Part i’m trying to figure it is how the calls are placed and best way to go about it…

So would asterisk work for connecting to callers on regular household or cell phone to each other? So first the caller would be connected then the operator would then be dialed. Personal phone number(s) between users would need to stay anonymous.

It could be done with Asterisk. I only will suggest to call callee first then caller. This way you will save some unsuccessful calls.

Yep, you would just need stuitable PSTN termination on your box.
