Asterisk is indicating unavailable, not engaged (busy)!

It is doing so because provider has rejected the call.

Typically providers reject calls for policy violations, and you will need to ask the provider why they did it, although, recently, one common reason has been trying to present a caller ID other than your own.

Generally, though, this report has too little information.

yes the provider altered the ip address . They’ve now corrected it and asterisk is working fine
