603 Declined Blind transfer and meetme

I get a 603 Declined when a Blind Transfer is attempted after a meetme Conference has been built. Is there a way to delete a meetme conference when the last two members are in the conference room without disconnecting the call ?
I am trying to regain the ability to accomplish a Blind Transfer initiated from a polycom ip phone after the conference reduces to two participants.
